Nature Based Solutions Expert
GREEN CITIES INFRASTRUCTURE PROGRAM
- Background
The UK Foreign, Commonwealth and Development Office (FCDO) has established a Centre of Expertise
for Green Cities and Infrastructure to coordinate UK leadership in cities and infrastructure and respond to
the impacts of climate change and poverty by accelerating the delivery of sustainable cities and resilient
infrastructure. The Centre of Expertise is part of the British Investment Partnerships approach – the UK’s
economic and development offer to partner countries. The Green Cities and Infrastructure Programme
(GCIP) is the main delivery mechanism of the GCI Centre of Expertise. GCIP has ‘deep offer’
programmes in Ghana, Indonesia, Mozambique, Philippines, Vietnam and Zambia. It is also providing
smaller ‘targeted offer’ work packages in over 15 other low- and middle-income countries.
The program harnesses the UK’s expertise in urban development and infrastructure to address poverty,
increase economic growth and enhance climate resilience by catalysing investment in sustainable
infrastructure and improving municipal finance and public services - creating jobs and improving
productivity. It is managed by a PwC-led consortium (including Mott MacDonald, Engineers Against
Poverty, Adam Smith International and MDY Legal).
In Mozambique, the Green Cities and Infrastructure Program (GCIP) aims to address the country’s
infrastructure gaps, build climate resilience, and support sustainable urban development. The program
will potentially span 8 years, with an initial 16-month phase running until September 2025.
Mozambique's cities and infrastructure are increasingly strained by the impacts of climate change. Pemba,
a strategically important port city in the north, is vital to the region's economic activities but remains
highly vulnerable to extreme weather events. Similarly, Beira, the country’s second-largest port and
economic hub, faces significant climate risks, as evidenced by the devastating impact of Cyclone Idai in
- Nacala, a key hub in one of Mozambique’s four major transport and development corridors,
connecting Nacala, Nampula, Cuamba, and Malawi, is also prone to cyclones, which cause severe
flooding, landslides, infrastructure damage, and sedimentation in the harbor.
These challenges underscore the urgent need for sustainable and resilient urban development. GCIP is
supporting the creation of an enabling environment to foster inclusive and climate-resilient urban growth
by strengthening urban governance, planning, and management.
- Objectives
This short-term consultancy aims to support the GCIP Mozambique team in implementing the GCIP urban
program across three cities by providing technical expertise in nature-based solutions (NbS).
GCIP is seeking a consultant to develop a comprehensive report on best practices for NbS to mitigate
erosion and flooding. This report will serve as a key resource for the municipalities involved in the project
(Nacala, Pemba, and Beira), showcasing successful case studies, innovative approaches, and valuable
lessons learned from global and regional experiences.
Furthermore, the report will offer specific recommendations tailored to the selected case studies in each
city. These recommendations will inform the conceptual notes for preparing business cases and provide
overall guidance for the development and implementation of the Nacala Urban Structure Plan (NUSP).

- Tasks and responsibilities
The consultant will be responsible for the following tasks:
Task 1: Best Practices Report on NbS (Nature-based Solutions)
Activity 1.1: Research and compile case studies on NbS in urban settings.
Research & Literature Review

Review the relevant GCIP Mozambique documents, the
Mozambique NDC, Mozambique’s National Strategy for
Adaptation and Mitigation to Climate Change (ENAMMC,
2013-2025) and the National Adaptation Plan. Also review any
natural disaster preparedness, response and recovery plans,
including provision of emergency basic services and post
disaster reconstruction plans; any Local Adaptation Plans in
Nacala, Beira and Pemba; the National Biodiversity Strategy &
Action Plan (2015-2035) and any international biodiversity
commitments such as BIODEV 2030

national policies, strategies and

Review global and regional best practices on NbS with a focus

Activity 1.2: Prepare the Best Practices Report on NbS and share for GCIP inputs:
• Structure the report with clear sections, including an executive summary, methodology, case
studies, and recommendations tailored to Nacala.
• Highlight the cost-effectiveness, scalability, and community involvement in successful NbS
projects.
• Highlight any common mistakes that Mozambican cities should avoid.
• Recommendations should:
o focus on how GCIP’s interventions in the 3 cities could use nature-based solutions to
address the impacts of present and future climate change, including but not necessarily
limited to erosion and flooding
o Include any further work, next steps and potential financial modelling and assessments
of environmental and social externalities that may be needed to demonstrate the
financial viability and multiple benefits of selected NbS.
Task 2: Workshops and Meetings in Beira
Activity 2.1: Participate in a 2-day workshop at Beira city.
• Prepare the presentation of the NbS Best Practices Report for the municipalities during the
peer-learning workshop between the 3 cities (Pemba, Nacala, Beira).
Activity 2.2: Conduct technical group sessions with the 3 municipalities to look at solutions and
recommendations for particular areas in each city to inform the Concept Notes for business case
preparation:
• Hold brainstorming sessions to develop solutions and recommendations for each city
proposed case studies: (i) Pemba Urban Green Park solution; (ii) Nacala erosion control and
green park; (iii) Beira NbS for urban investments.
• Write a summary of the brainstorming session (2 to 3 pages) with specific recommendations
for each city.
Task 3: Workshops in Nacala
Activity 3.1: Participate in the Nacala city's workshop on long-term development scenarios
tentatively scheduled for June 2025.
• Support discussions on the best urban scenarios for Nacala's development.
• Provide recommendations on integrating nature-based solutions into municipal planning,
with a particular focus on citywide urban development and the implementation of the NUSP.

- Qualifications
Essential Qualifications

• Advanced degree (Masters degree or PhD) in Environmental Science, Urban Planning, Civil
Engineering, Climate Change, Ecology, Natural Resource Management, or a related field.
• At least 7 years of experience in nature-based solutions (NbS), climate resilience, or sustainable
urban infrastructure.
• Strong background in erosion control, flood mitigation, urban resilience, and green infrastructure.

• Proven experience in designing, implementing, and evaluating nature-based solutions (NbS) for
urban resilience and environmental sustainability.
• Extensive knowledge of international best practices and case studies on NbS, particularly for
coastal cities and at a citywide scale.
• Strong expertise in climate adaptation, disaster risk reduction (DRR), and urban hydrology.
• Experience working with municipalities and/or government agencies on integrating nature based
solutions into urban resilience and green development projects.
Research & Analytical Skills
• Experience in conducting research, literature reviews, and policy analysis on NbS.
• Ability to analyze cost-effectiveness, scalability, and social impact of NbS projects.
• Capacity to develop technical reports, policy briefs, and recommendations for urban planning and
infrastructure.
Stakeholder Engagement & Capacity Building
• Experience working with municipalities, government agencies, donors, and international
organizations on nature-based solutions, urban resilience and sustainable development projects.
• Proven ability to conduct knowledge-sharing sessions with local authorities and stakeholders.
• Strong communication skills, with the ability to translate technical concepts into practical
recommendations for policymakers and city planners.
Preferred Qualifications
• Experience working in Mozambique, Southern or Eastern Africa, or similar coastal urban
environments.
• Familiarity with the Nacala region’s environmental challenges and urban development context.
• Previous collaboration with development organizations on NbS-related projects.
• Portuguese language skills (highly desirable).
- Reporting
The consultant will submit bi-weekly progress reports in a structured format, including an executive
summary, key activities, challenges, and next steps. These reports will be delivered directly to the
Interventions Lead and Country Lead. The consultant will work closely with both national and
international consultants assigned to the GCIP intervention in Mozambique, as well as with the GCIP city
coordinators in Nacala, Beira, and Pemba.
- Terms of Assignment
The consultant's assignment will span 20 days, starting on March 30th, 2024, and concluding on June
30th, 2025.
